The ballot papers to replace the online poll have arrived at our office. They are being labeled over the next two days and will be collected by our mail room drivers on the 21st, which should mean they start to appear in workplaces from the 22nd. The closing date has been extended until the 9th of May. Please ignore what it says on the forms about not voting if you have already voted online. There were problems with the online poll, your vote will only count if it is received in postal form.

At the pay meeting held today in Birmingham, Jan Berry, chairman , announced the Federation poll of members to be launched on the 24th March with results announced at our annual conference in May.
The two questions for the ballot;
1.Do you think the decision of the independent Police Arbitration Tribunal should be binding on the government?
2.In the absence of binding arbitration on the government, do you wish the Police Federation of England and Wales to start to lobby for a change in legislation to allow police officers full industrial rights?
The survey, to be carried out by Ipsos MORI, will be conducted both online and via paper questionnaires. Police Federation members will be able to access the online survey via www.polfed.org, and local Federation Branch Boards will also be given paper questionnaires upon request, for members unable to participate online.

This afternoon the Police Federation has been successful and been granted permission to launch a High Court challenge to a government decision not to honour in full the decision of the independent Police Arbitration Tribunal. A judge said he had "no hesitation" in ruling there was an arguable case to apply for judicial review.
Jan Berry, Chairman of the Police Federation of England and Wales, says:
“This is a positive step for the 140,000 police officers across England and Wales in their fight for fair pay. The fact that our application for a judicial review has been successful adds weight to what we have been saying all along – that the Home Secretary betrayed police officers by failing to honour the decision of the independent Police Arbitration Tribunal. ”

We have just received the letter from Sir Norman putting us on notice that the current FSDR agreement is to end in January 2008.
Ballot packs which are to be sent to officers homes are at the printers. In order that the process stands up to scrutiny and after taking advice from the elections officer at Wakefield council the packs and return envelopes have been individually numbered, the ballot papers have not and are not identifiable, we will only place ballots, which should be returned via internal mail in the ballot boxes in the numbered return envelope.
We hope to have the packs back from the printers, labelled and sent out by first class mail on Wednesday the 14th of November, the closing date is noon on the 28th of November 2007, the count will take place on the 29th of November, the JBB will discuss the results on the 3rd of December and announce the result on the 4th of December 2007.

We are in consultation with the force about Variable Shift Arrangements. Nothing has been agreed. Nothing will be agreed until we have consulted with you, the membership, by way of a ballot. Sir Norman has produced a DVD with accompanying documentation, which outlines their reasons for change and alternative shift patterns. In the DVD Sir Norman seeks your views and invites you to email him, an opportunity you may wish to take up.
Our view is that the current Force Standard Duty Rota meets the needs of the organisation and we support that view with the following reasons. The rate of reported crime has been falling steadily, the number of offenders arrested and brought to justice has been increasing and sickness levels amongst police officers are at an all time low.
We have yet to work out the mechanics of the ballot; we will keep you updated by way of the intranet, internet and your local representatives.

The Independent Chair of the Police Negotiating Board as decided that the failure to agree on Police Pay will be heard at a conciliation meeting on the 15th of August 2007.
